The International Labour Organization's (ILO) International Programme on the Elimination of Child Labour (IPEC) supports the progressive elimination of child labour worldwide, emphasizing, as a matter of urgency, the eradication of its worst forms. IPEC works to achieve this through country-based programmes which implement concrete measures to end child labour, and through international and national advocacy and awareness-raising aimed at changing social attitudes and promoting ratification and effective implementation of ILO Conventions relating to child labour.
The Design, Evaluation and Documentation (DED) section of IPEC seeks a qualified evaluator for an upcoming evaluation exercise. The evaluation is an independent evaluation of a major IPEC programme dealing with trafficking of children for labour and sexual exploitation in Albania, Romania, Ukraine and the Republic of Moldova. The project aims to contribute towards creating an enabling environment to effectively prevent and eliminate internal and cross-border trafficking in children for sexual and labour exploitation in the sub-region and to reduce the incidence of trafficking the four countries by: advocacy and legislation, direct action to reduce vulnerability of children, promote youth employment and facilitate long-term rehabilitation of child victims of trafficking and finally by establishing a sub-regional information exchange network. The evaluation assignment will be of eight-week duration.
The in-country evaluation mission is scheduled to take place in the four countries starting early February 2006, upon completion of the field visits, there will be two weeks for drafting and one week finalizing the evaluation report in the evaluator's home country. The ideal candidate for this position will have: proven experience in evaluations in the UN, mulit-lateral or bilateral system, preferably as team leader of evaluation team; experience working with Roma people and familiar with Roma culture and has worked on Roma issues in a professional capacity; relevant background in social and/or economic development; experience in the design, management and evaluation of development projects, in particular with local development projects; relevant regional experience, preferably prior working experience in Albania, Romania, Ukraine and the Republic of Moldova; experience in the area of children's and child labour issues and rights-based approaches in a normative framework are highly appreciated; experience in the area of trafficking would also be appreciated; experience in the UN system or similar international development experience; familiarity with and knowledge of specific thematic areas; fluency in English (Proficiency in any of the project country languages would be appreciated); experience facilitating workshops for evaluation findings; knowledge of and experience evaluating gender issues.
