The successful candidate must have a very strong command of written and spoken English, and must be a fluent Romanian speaker.
S/he will have to be a self-starter, capable of making an immediate contribution to the news file, which delivers news in real time on Romanian economics and politics. The successful candidate will have to demonstrate that s/he can deal with the demands of a news agency and its unpredictable, and sometimes long, working hours.
The job would suit someone with journalistic experience, although a very strong candidate without journalistic experience could also be considered.

2. Job content
Overall purpose:
To assist on a day to day basis the RTA with the planning, management and coordination of the activities in Romania. The activities include: Development of the legal framework, development of the institutional framework, organization of short term experts missions in Romania, organization of meetings and of round-table in Romania, organization of trainings in Romania and abroad, monitoring and revision of work of interpretation and translation, and other works linked to the project.
Responsibilities:
The RTA Assistant will work in close cooperation with the RTA in his relations to the Project Leaders, The Ministry, the EU Delegation the CFCU and the Junior Project Partners from Italy and Sweden.
Principal tasks:
Interpretation during the RTA's meetings, secretarial work including planning of meetings and travels, fact finding in relation to legislation and institution building, management in relation to expert missions from France, Italy and Sweden.
3. Requirements
University degree in law, economics, language or other relevant area. Fluent in Romanian, French and English.
Excellent communication and presentation skills.
Excellent team working abilities.
Very good computer skills (MS Office, Word, Excel, Power Point).
Experience in a previous Twinning would be a plus.
Knowledge of the relevant sector would be a plus.
Knowledge of EU policies and institutions would be a plus.
Knowledge of EU Phare procurement procedures would be a plus.

ARCADIS Euroconsult is positioning itself for the upcoming EU funded project 'Developing the capacity of environmental authorities, through transfer of best practices and training to support effective use of financial resources' in the countries of Bulgaria, Romania, Croatia and Turkey.
ARCADIS Euroconsult is looking for an expert to take up the position of Team Leader who will be responsible for overall project coordination
The intended commencement date is May 2006 and the period of execution of the contract will be 18 months.
Expected input of the Expert: 18 months
Nationality of an EU Member States or Albania, Bosnia an Herzegovina, Croatia, The Federal Republic of Yugoslavia, the former Yugoslav Republic of Macedonia, Bulgaria, Romania and Turkey or EFTA country members is required.
Qualification and skills
- Extensive project management experience on multi-national projects related to the environment in EU accession and candidate countries.
- University degree in relevant field
- Excellent management and communication skills and proven ability to manage teams of local and international staff
General professional experience
- At least 7 years experience managing projects in the field of environment in acceding and candidate countries, with at least 3 years of professional experience related to financing or investment
Specific professional experience
- Experience in at least one of the beneficiary countries would be an advantage
- Experience in working with EU projects
- Knowledge and experience with issues related to heavy investments of environmental infrastructure, development of institutional capacity at the national and regional level, particularly related to financing methodologies and development of financing strategies in the environment sector
Project objectives
Develop financing strategies related to air and industrial pollution, water and waste water sectors building on and expanding on past work. Simultaneously, a pilot financing strategy should be developed for the 4 beneficiary countries. Develop a national financing strategy for the environmental sector, or update where exists.
Specific objectives:
- Revise national financing strategies for the environmental sector and promote management skills to develop, adapt and implement strategic financial planning.
- Improve planning and programming ability and reinforced capacity of authorities to absorb the available funds for environment.
- Building on available strategic documents and on the outputs of related projects, develop a detailed and realistic implementation and financing plans for the main heavy investment directives in the sectors of waste, air, water and industrial pollution.
- Developing project pipelines for those sectors with indication of their level of preparation and maturity.
- Identification of projects suitable for submission to funds available for project preparation and project financing.
- Improve communication between different administrative levels (central, regional, local) to link planning and implementation of projects and between projects proponents and fund managers.
- Ensuring that environmental projects submitted for EU financing are of good quality and designed with respect for EU environmental technical, including fulfilling permit obligations and EIA procedures.
- Train national and regional authorities in each country to effectively develop financing strategies.
